County Route 9 Bridge Deck Rehabilitation

The estimating challenge

Deck repair quantities on rehabilitation projects are never fully known until the hydrodemolition is done, and the county's condition survey was two years old. The plans listed partial-depth and full-depth repair as unit-price items with estimated quantities, but the contractor's profit depended on getting the overlay production rate right under a single-lane staged closure with a 16-week limit and liquidated damages. Bearings had to be replaced with the structure jacked, and the stream below carried in-water work restrictions that limited containment options during the wet season.

The result

LEEDS priced every DOT bid item from first principles, building crew-day production rates for hydrodemolition, overlay placement and joint work in each stage rather than applying a historical square-foot figure. We ran the partial-depth repair quantity at 1.4 times the survey estimate based on the delamination pattern and chloride data, and priced containment for the in-water restriction window. The contractor bid $4.3M and was awarded the project as low bidder. Actual repair quantities came in close to our adjusted figure, and the 16-week closure was met without liquidated damages.
