Overview
Estimating buildings defined by performance, not form
CSI Division 13 holds the building types and systems whose cost is driven by a performance requirement: cleanliness class, temperature, pressure, radiation attenuation, water chemistry or acoustic isolation. The scope usually includes a specialty supplier package such as insulated panels, lead-lined walls, pool shells and filtration, or a fabric membrane with air supply. That package is only part of the work, and often the smaller part.
The rest is the construction that makes the system work. A freezer needs an under-slab heating system to prevent frost heave, vapor barriers and a vestibule. A clean room needs sealed penetrations, HEPA coverage, pressure cascades and monitoring. A linear accelerator vault needs poured walls up to seven feet thick, shielded doors and ducts routed with offsets. We quantify these interfaces and assign them to the right trade.
Quotes are compared on an equal basis. We list what each vendor includes and excludes: delivery, hoisting, erection, commissioning and certification, then add the missing items to the estimate. The result is a clear division of responsibility between the supplier, your crews and other subcontractors, with the risk of unassigned scope removed.

What does Division 13 special construction include?
Division 13 covers buildings and systems with unusual performance needs, including pre-engineered structures, clean rooms, cold storage, radiation protection, aquatic facilities, air-supported structures and sound or vibration control. Some project types are now spread across other divisions, but the estimating challenge is the same: specialized systems and tight integration.
How do you estimate clean room construction?
We measure wall and ceiling modules, doors, flooring and pass-throughs by room class, then add air handling, HEPA coverage, pressure controls and monitoring. Sealed penetrations, utilities and certification testing are carried separately so the estimate reflects the true cost of meeting the cleanliness class.
Can you price radiation shielding from a physicist's report?
Yes. We use the report's thickness and material requirements to quantify poured concrete, lead sheeting or gypsum board, shielded doors, view windows and penetrations, and we coordinate with structural drawings for the loads heavy shielding walls add to slabs and footings.
Do you handle vendor quotes for specialty systems?

Yes. We quantify the insulated slab build-up, heating conduits or glycol loops, vapor barriers, panels, freezer doors and refrigeration interfaces. Under-slab systems are priced separately because they are critical for frost heave prevention but are frequently overlooked.
